Shopping Cart item and sub-total tax USD

Hi, I am struggling to find why when I select USD currency, the shopping cart item total shows the price with tax and the sub-total of the cart without tax. This problem only occurs with USD and not the other currencies.
I am using zc1.3.8 with the vat/novat contribution
I have an EU zone definition that only includes tax for my list of EU countries and NOT US.

Hi, just realised I missed a line in my post above. I need the shopping cart to show the sub-total to be equal to the items total. I.e. the items total needs to be with or without vat depending on currency and zone definitions and the sub-total to reflect this.
