Charging State sales tax only to those who reside in the state

I live in Washington state and want to only charge customers who order from me who live in washington state. Any other state or country that orders, I do not want to charge them tax. I have been reading old posts for over an hour. I have made each change suggested.

When doing a test run (placing an order using another WA zip code) I do not see tax added. In fact, I do not see tax anywhere.

I started with configuration/my store/basis of product tax with shipping as the selection. That did not show tax, so I changed it to store. Still did not work.

I have gone through all of the instructions on how to set up the locations/taxes sections and double checked for accuracy. So, why is tax not showing in the shopping cart?

You will also have to set whether your products are taxable in catalog.

Thank you, had already read the link you posted, however....your last suggestion was the key.......
