How to set minimum order value?

Could some-one please help me with how to set a minimum order value please so if some-one tries to order less than my set minimum order value they are stopped and told mimimum order value is not met or something similar.

I have the minimum order value in several places on my wholesale site but with nothing in place to stop customers checking out there is little I can do at present and I rather not email them after the order is placed as this wouldn't look as professional.

What about implementing a Low Order Fee? (Modules, Order Total, Low Order Fee)

There's a mod that does this. Search the Free Software Add Ons at the top of the page.

I have installed the mod and all is working as it should do but I have 1 more question please. I have PayPal Express on my site and it appears if a customer was to use this option they could checkout without meeting the required minimum value is there a way to stop this without removing the PayPal Express option please?
