I'm using zen cart 1.3.8. I'm using two zones for shipping with zone rates set up for US and Canada separately. I'm pricing shipping based on price. I have followed the instructions in this link http://tutorials.zen-cart.com/index.php?article=69. I'm still only getting the option of United States at checkout step 1. Any ideas of what I may have missed? Let me know if you need me to provide more details. Thank you!

What are the specific settings that you have on the Zone Rate zones shipping module?
