usps not showing domestic rates only international

Zen cart 1.3.8a - Original site version
No third party add ons installed
Zen template used for site, font colors were modified
Country of origin Puerto Rico 00623

Since the beginning the usps shipping estimator did not work properly.

Steps taken:

updated usps.php to latest version jan 4, 2010
reinstalled and reconfigured
verified usps webtools id and production server with Post office
verified country of origin for store and shipping in zen cart

Current problem:
If i put an item in the shopping cart and choose my country and state/province, I only get shipping estimates for international rates. If I choose a shipping address in the US, I get nothing, no error messages, just an empy table on the cart page.
Called usps and they verified the account has correct permissions.

Tare 0:3, 10:0
handling fee 3.00
no tax zones
tax based on shipping
Domestic shipping: Parcel, FC, Express, Priority

And if you change your Country to the United States and your State to Puerto Rico ...

And I am assuming you set your Zip Code in the Shipping/Packaging to:
00623

USPS is designed based on their own designation of what is considered a "country" and what is considered a "state" ...

USPS considers all us territories and us islands to "belong" to the US so you need to set that as the designation or the shipping server will not respond correctly ...
