Is there a free add-on that lets you add a percentage if customers choose to pay with paypal????

E.g , will add a 4% to the total
So if product(60) + shipping(40)= 100
the add-on will do 100+ 4% = $104 to pay to Me. and paypal will take that 4%.

Is there such a add on?

Depends on where you are. Adding extra fees to Paypal transactions is a violation of the TOS you agreed to, at least in the US.

its not realy adding extra fee, its justs to cover the cost paypal is charging :). i am base in Singapore

Of course it is, and, in the US at least, that could get you banned from Paypal. I don't know about Singapore, though. You would probably have to ask Paypal, or re-read the TOS you agreed to when you created your account.

i did a call with them, after much talking finaly cleared, yes they say we can.
