Free shipping UNLESS they order 10+ from one category then actual shipping

I would like to show UPS shipping included in the price unless they order 10+ items from one category. Then they pay the actual common carrier shipping cost.

Category: Iron

Products:
R4 $190 + $130shipping = $320 in cart free shipping (UPS)
R3 $180 + $130shipping = $310 in cart free shipping (UPS)
R2 $170 + $120shipping = $290 in cart free shipping (UPS)

Scenario 1 desired outcome: (general public)
R4 $320 x 2qty = $640
R3 $310 x 2qty = $620
total = $1260 + free shipping

Scenario 2 desired outcome: (distributors)
R4 $190 x 3qty = $570
R3 $180 x 3qty = $540
R2 $170 x 4qty = $680
total = $1790 + actual shipping cost (Common Carrier)

In words, we have products that we sell to the general public, UPS shipped "free" anywhere in the US. We also have distributors that we sell the same products to wholesale (qty 10+) shipped via common carrier.

Is this possible in ZenCart?

Anything is possible if your PHP skills are up to the task...
This sounds rather complex, involving the product display to get different prices shown as well as the shipping modules.
