139f zc_install cant find configure.php

On my temporary folder I have 138 up and running.
I now transfered via FTP the ZC_Install folder.
When I try to run zc_install via "www.my-domain/zencart/zc_install" it says it cant find configure.php

Here is the exact frase from zc_install



* /admin/includes/configure.php does not exist more info...
* store configure.php is not writeable more info...

Any ideas?
I cant find configure.php anywere, neither locally in the 139f downloaded full set, or on the server via my FTP.
