How to set up local delivery address, or add "Time" to Store Pick Up?

Hello,
I am a newbie to Zen Cart, currently using v1.3.9d for a client. I am a web designer first, and a programmer as much as I have to be. I've searched forum for something to guide me...but am not having much luck. I love the support here and hope that I'm not repeating a question due to using different terminology.

My client needs to have a way to get a Local Delivery Address added to the Shipping methods, so that customers can post their address, and then a place to add a Time for Store Pick-Up.

For Delivery, I'm guessing he could wing it by having them enter "Shipping Address". Being able to add "Please Provide Delivery Directions" would help.

Is there a recommended board to post to hire a programmer to make these adjustments for me, as well as get the RedFin CC payment module showing up? It refuses to appear. The required port is open on the server, as per request, and cURL should be installed.

You could set this for:
Store Pickup Morning 9am - 12pm
Store Pickup Afternoon 12pm - 3pm
Store Pickup Late Afternoon 3pm - 5pm

to give your customers choices ...
