Question about upgrading and installin security patches

If I install the upgrade 1.39h do I still have to also install the security patches stated here http://www.zen-cart.com/forum/announcement.php?f=2&a=14 or are the included? this is a fresh copy of zencart 1.39 without the a b c d e f g

No. From the thread you referenced:

NOTE: Zen Cart v1.3.9 has been released, and includes all known security patches and bugfixes. Upgrading is advised.
