I'm getting 2 errors from Paypal Express

I have had numerous emails this morning, with 2 different errors.

ALERT: PayPal Express Checkout Error ()
- (28) Operation timed out after 60000 milliseconds with 0 bytes received

ALERT: PayPal Express Checkout Error ()
- (56) SSL read: error:00000000:lib(0):func(0):reason(0), errno 104

What's up with these errors?

I'm currently using v1.3.9d. I've been using Express successfully for about a month now with no problems until this morning.

Hi there,

I have had the same emails come through in the last hour.
I think PayPal is not working too well, as someone tried to put a refund through and it comes back with an error message in the account.

I just got off the phone with PayPal, they are aware of the problem, they are working on it, and they don't know how long it will take.

I have seen this exact error message recently. At least 10 times in the past week. This is on 1.3.9g if that matters.
