No New Category Button

I am using Zen Cart 1.3.9. The New Category button does not appear when I go to Catalog-Categories/ Products. Only the New Product button is visible. How do I get the New Categories button back? Thank you for your help.

Might you see products initially when you enter catalog > categories/products

I might, indeed. I feel a bit stupid. I had entered a product without first creating a category. It was placed in the "top". Of course, when I disabled the product, the New Category button appeared. Sorry to bother you, but thanks for the tip.

so if you make this mistake (not initially setting up categories before entering a bunch of products), do you have to delete all of your products in order to be able to create categories?
