Can I have 3 option values per product?

I have Zen Cart Version 1.3.9h.
My webhost has just installed it and I am trying to add my products. I am struggling with the attributes though. Here is an example of one of the products that I am trying to list:

I have 3 Polkadot Skirts that I want to list as 'one product' as they are the same style and colour. But they are different lengths, sizes and have different waistbands. They are:

24" length, 26-36" waist, White waistband
27" length, 26-36" waist, Covered waistband
27" length, 36-44" waist, White waistband

I have listed the waist sizes, lengths, waistbands and waist sizes all separately in the option values part but cannot seem to add them to the one product. I only have 1 of each skirt.

Can anyone help?

What option values to you have for your option name(s)?

In the attributes controller you should be able to select all available option values corresponding to a option name.

I have option names:

Lengths;
Waist Sizes;
Waistbands.

The option values I have for these are:

21" length, 24" length, 27" length, 30" length;
26-36" waist, 36-44" waist;
'Covered' Material elasticated waistband; White Elastic waistband; White Elastic waistband.

It groups the values by name though in the product. It won't let link the corresponding waist size and waistband to the length. As there is only one of each skirt I don't want the person to choose the combination themself.

Is this possible?

Because you only have one of each you may want to set each of the above as one option value and assign the 3 to a single (common) option name
