How to renew the tax rate of all items for all customers?

The previous setting is non-tax for all items. Now I need to add tax to every purchase.

I have defined the tax zone, class, and rate and edited the configuration. However, the total prices are still incorrect in check-out.

I have tried to use the SQL below to edit the product tax class but it doesnt work..
UPDATE products set products_tax_class_id = 1 where products_tax_class_id = 0;

The current setting is
Zone Definitions - New York
Tax Classes - Taxable Goods
Tax Rates - Taxable Goods - New York - 8.875%

Sorry.. Misunderstanding the tax policy.. The current setting is fine..
