upgrade failure

I've just spent 12 hours upgrading to v1.3.9h and I've hit a brick wall.
I've been running in circles with this:

Seems that you have not completed step ONE???

Yes you are seeing the correct screen - - INSTALL IT

Just as the tutorial states

Unzip a copy of the new version of Zen Cart™, upload it to your webserver into a "demo" folder, and install the new version into a separate database,
