Plain Text editor munging code in define pages editor

I am using v1.3.9g. When I visit ...zc_admin/define_pages_editor.php, and edit a page, all my greater than and less than symbols (and therefor my tags) are changed. For example, here's a paragraph tag:

Of course, when it loads, it looks like good HTML code being presented to the end user instead of good HTML code being presented to the browser.
If I edit the file directly, and upload it by FTP, it works as expected.

Any idea why these entities are being changed in the text-only editor?

That's a known bug in 1.3.9g. Upgrade to 1.3.9h.

I have 2 sites, both on 1.3.9h, and in one site define pages editor works fine but on the other one I have the problem described in this post - how can this be?
