Gift Certificate Balance Excludes Tax / VAT

Customer has purchased GBP10.00 Gift Certificate. However, the Gift Certificate balance is showing as GBP8.33 (the total value excluding VAT). What am I missing please? Any pointers gratefully received. Version 1.3.8.
