Tools> Template selection broken

When i click on Tool> Template selection in admin I get a blank page, no 404 or other error msg. Have checked the file template_select.php. Seems fine but then again I don't know what I'm doing.
I have it installed on a local windows server

I get the same thing. I was reading a guide from 2 versions ago that said the Template Override system wasn't working in the admin console module. Has this been addressed?

The template override system is only for the catalogue, it is not used in admin.

In admin you select the template for the catalogue

have you checked for errors in your /cache folder
