turn off entire search bar at top of page

I have searched for a solution for this one too with no luck.
I just want to completely turn of the bar at the very top of the page that has a search tool and links to home and login. Should be simple but I can't find where to do it.

Have you tried to go to the Tools ... Layout Boxes Controller ... and turn off the Search header on the
Single Column Status: OFF

yeah I have tried that. That applies a search tool on a side bar.

And you are sure you turned off the:
search_header.php

On both the Single Column Status?

Just went and checked it again, all turned off. I even turned off the search.php option for the (disabled) right column.
I just put the site online so people know exactly what I mean

well, partially. Just noticed the text links are still there but the bar they were on is gone. Hmmm
