No Custom Payment Modules Appearing in AdminI'

I am using the latest install of Zen Cart (v1.3.9.h).

I have the following payment modules:

* SecurePay
* SecurePay COM
* Cynergy

In each readme file it says to copy the files to:

<zen root>\includes\modules\payment

<zen root>\includes\languages\english\modules\payment

None of the modules show up in Admin>Modules>Payment

Is this listing cached somewhere? What else needs to be done to get the modules to display so that I can install?
