Offering Free Shipping in USA only?

I want to offer free shipping for orders over $50.00 in USA only. I thought I had it set up that way, but just got an order from England with no shipping charged.

I'm guessing I need to set up a zone for USA, and then select that zone in the "free options" module. How do I make all 50 states into one zone? Or do I need to do something different?

Do you want to offer Free Shipping *only* as the shipping choice to the US when the order is over $50.00 or do you want to offer Free Shipping as a shipping *option* when orders are over $50.00 and still display existing shipping methods ...

I think I want to have free shipping as the only option if the customer has ordered $50.00 (I can't imagine they'd opt to pay), but only want the free shipping option to be available for US customers

Have you tried setting the Free Shipping in the Modules ... Order Total ... Shipping ot_shipping ... to be enabled and for over 50.00 and for National ...

that's exactly how I have that module set up. It was working fine, then yesterday I got an order from the UK with free shipping. Do I need to do something in the Shipping Module with either freeshipper or freeshipping? Neither of those is "green lighted" right now

Unless you use 0 weight for Free Shipping or Always Free Shipping or have Downloads, you do not need the FREE SHIPPING! freeshipper shipping module ...

What shipping modules are you using?

Do you have any installed that you have marked as disabled? If so, those should be removed ...
