Some orders have only 3 letters showing in the city or state

I've searched and cannot seem to find any solution to this. I keep getting orders with only 3 letters showing in the city or state. Upon further checking the customer information matches and the problem is that I cannot ship without a complete address. Does anyone else have this problem? This last one was an address to Sweden and it cut off the city leaving only the first 3 letters.

Can anyone help?

I had a post similar to this one months ago with no answer either. Someone has to have run into this at one point. Any ideas? Maybe a configuration setting or something?

I accept international and local orders maybe that is the problem?

Ok I see something wrong here for sure....

I did manage to get the address and when I try to update it it gives me an error asking for the state. This is not an address format ID like the US but is actually Sweden. It seems it will not allow me to update the address in the admin panel at all trying to force me to enter a state. I've confirmed that Sweden is set to address format 1 which shows
"$firstname $lastname$cr$streets$cr$city, $postcode$cr$statecomma$country"

And

"$city / $country"

Although the summary ($city / $country) shows no state the ID DOES show a state. Was this a mistake or is the database messed up for my countries? I show Sweden as ID 1 while the US is ID 2. I'm confused here as it's not making sense. Also, changing Sweden to ID 5 does nothing for fixing the error in the admin panel not allowing me to update it.

Hope this isn't anything I did... Any help?

Ok I know I'm answering myself here... Just hope it helps someone else. I think I figured out why the address cut off to begin with. The font has a special character of "ö" hope that comes out in the post. I duplicated it but php flipped it to a "?" instead so maybe the customer had a different font? Anyways I did find something there. Still can't set a country ID as even creating new accounts requires to enter a state no matter which ID I set it to. I tried setting it to both 5 and 6 with no luck still requiring a state be entered.

I'm afraid I've done something here by mistake... Any ideas?
