Customer's don't have option to enter their state

I live in California and some of my customers that place an order are unable to enter their state, California is their only option, how can I fix this problem, and also where do I go to edit the customers information myself like their state.

You have two issues:
1. You need to set up your zone definitions to include other states. This is done from the Admin menu item "Locations/Taxes". Click on Zone Definitions, then click Insert to create a custom zone which will include all states you plan to ship to. Give a descriptive name that's good for you like "All USA", or "Western States only". After clicking "insert" you then click on the "Details" button. On the next screen use the pull down menus to add each state.

2. You can edit most of the customer information from the Admin panel by selecting the "Customers" menu item, then click on "Customers". The full list of customers will be displayed. Select the appropriate customer by clicking on the circle "i" icon, then click the "edit" button. This is assuming your customer somehow created the record without the state being inputed (which is unlikely) or he/she went ahead and used California and you want to fix it.

Be sure to check that you did not, at some point, delete all other States from your Locations / Taxes ... Zones ... by default there are around 189 of them and you should be able to scroll through to find all of the US states ...
