Update:
I've just gone back through several release versions - 1.3.9e, f, g & h all have the same truncated file.
Version 1.3.9d appears to be the last release with a complete /zc_install/index.php

Had a look through the CVS tree, the file is just missing the closing '?>' so should not cause a 500 errror.
The real problem is something in the .htaccess file (in my case at least), renaming that allows the installer to run.
