Is there an easy way to give every customer a $5 gift certificate?

Yes, but do you really want to do that? A Gift Certificate is just like cash and could be sent to another person or someone could signup multiple times and collect many of them.

I don't mind them treated as cash, so gift certs can be stacked?

If you don't want to give away the store, but rather encourage sales, I would suggest a $5.00 off coupon. It can have an expiry date and be restricted to a single use per customer.
