godaddy - since 1.3.9 upgrade from 1.3.8a cannot access admin

I upgraded from 1.3.8a to 1.3.9 last week, and since then I cannot access the site's back end from admin.

I just get a page cannot be displayed. It works fine from the front end.

I tried accessing index.php, login.php, and admin.php

I tried running fresh installs at djeba.org/dummy and djeba.org/zencart and I am getting the same problem

Your site looks fine to me, at least I can access the admin page, and its certainly not a bug in Zen Cart, as I've personally done dozens of 1.3.8 to 1.3.9 and it works fine.

after an hour with godaddy they found a php.ini file in my root folder which was the culprit. I removed the file and it fixed the problem.
