Default Flat rate tax per item?

    Version 1.3.9, EasyPopulate 3.0.3

I'm confused on how to configure the following:

    1. We need a flat rate tax of .41 per item regardless of zone.

    2. We need to charge 7.75% sales tax inside North Carolina, and define all other zones (not North Carolina) as not having any sales tax.

None of the tutorials are clear on how to do this or to configure an "every zone BUT NC" tax rate. Any help would be appreciated. Thanks!

Do you have flat rate set to "per item" or "per order"??

Once the tax zone and rate is sett up it is basically automatic and based upon the address provided

Must be per item, specifically, for each cigar ordered. Order one cigar and the tax on that (separate from sales tax) is .41 cents. Order a box of 20 cigars, and every cigar in that box of 20 has a 41 cent tax on it.

Annoyingly enough, some cigar "units" are manufactured in five or ten packs, and incur only the .41 cent tax per unit. But most premium cigars incur a .41 cent tax each, as they are considered individual consumption items.

Might set the handling fee in the shipping module to $0.41 and see if that sufficies

That might work, except that I set up the attributes-option value pairs like this:

    Name: Box
Value: Number of cigars in a box for that brand
Price factor: Calculated to cause the result of adding box quantity-1 to the price of the single item, less ten percent from the total. So for brands than put 10 in a box, the price factor attribute is 8.

As a result, Zencart thinks that a product where the customer has checked the "buy a box" option is a single item, and would only charge .41 in this module.

If you can think of a better way to set up the option on the product to buy either a single cigar, a 5-pack or a box (which contains a variable number of cigars depending on the brand), that would be awesome.

The two conditions make this programatically an up hill battle
Would need to set these up most likely differently so as to be able to key on some factor

I re-set the entire cart structure to trigger quantity discounts on buying a box, so that's not an issue any more.

Adding a .41 cent per item flat rate tax is still a puzzle, though. I have all the other taxes configured (local sales tax and tobacco tax on tobacco items).

When I tried to add a .41 cent per item handling charge in shipping, it defaults to that rather than adding any additional shipping charges, which is problematic as the actual shipping costs more. How do I add an additional shipping cost on top of the "best way" option that adds .41 per item?

Also, it looks weird to have it show up as a shipping cost rather than as the tax that it actually is.
