Is there a way to disable the forcing of split login page when Paypal Express checkout is enabled?

Right now we are having to cut out the split login code and enter the normal login code to enable the normal login.

We have Paypal express button checkout disabled so that it goes through the normal steps to checkout except it is using Paypal Express functions.
