Freeshipping, freeoptions & Fed Ex Shipping

The store owner has decided he wants to offer Free Shipping for any orders >= 400.00

right now we use the Fed Ex shipping module
Freeshipper module
Free Options

In our catalog we have certain products that are set for free shipping... this works fine, overridding the Fed Ex Shipping module

The Freeshipping option of >= 400.00 does not work...
When a product that has not been designated as a free shipper but is designated as a product that does shipp Fed Ex is selected and put in the cart... at check out the Fed Ex shipping costs are still added to the total cost, even if the product price is >= 400.00. as it is set on the freeoptions screen in admin. The Freeoptions is not overriding the shipping module....

Any suggestion, hints, hacks places to look would be greatly appreciated.

The Free Shipping Options freeoptions is not a shipping module to override the other shipping methods, it is to run at the same time as the other shipping methods ...

If you want Free Shipping to override, hide, the other shipping methods when the Total is >= 400.00 then you would need to use the Modules ... Order Total ... Shipping otshipping and set the Free Shipping to be enabled and the amount to 400.00 ...
