Attributes Redirecting to Admin Home

I've exhausted my resources and searching and have no choice but to ask for help. I appreciate any help in advance.

I recently upgraded from 1.3.8 to v1.3.9h. I have no add-ons.

Everything seems to be in order except for attributes. When I click on the attributes controller, it comes up with all options. When I click INSERT to add an attribute, it just redirects back to the admin home. It does this no matter the product/attribute. I'm not even sure where to begin troubleshooting.

Any ideas??

Check to see if all admin files were properly loaded and check the root's cache folder to see if any errors are coming up.
