I'm doing some testing on 1.5.0rc2 and the tpl_product_info_display.php no longer contains the block of code for tell a friend and catalog/product types/edit layout no longer has the switch for it. Is that an error or intentional?

I think that's intentional. There were issues with it being abused on a number of sites a while back, and I seem to remember some discussion about pulling it from the core code and making it available only as an add-on, so that users of it were more aware of the risks they were taking with this sort of feature.
