[Not a bug] No 'New Category' button in the categories with products

freshly installed vanilla 1.3.9h:

I am not sure whether this is a bug or feature, but it is creating certain difficulty for me entering inventory.
Once there is a product in a category, the 'new category' button disappears.
There is a workaround. Once any products have been created in a category, I can create a sub-category by moving out all products, creating sub-category and moving products back in.

Zencart allows products or subcategories in a category, but not both. There are ways to include both but your product listing may be messed up.

It's not a bug. It's by design, so that you can't mix products and categories at the same level ... since that creates pricing and sales/specials and other problems.
If you are "working around" that, and mixing them, then you will have unexplained problems.
Simply put: don't do that.
