i just turned the ssl off on the admin and catalog. it does not redirect to a 404. when i click submit, it just loads back the login page

I turned off the SSL, then cleared my Cache..

1. in the catalog, can you add items to the shopping cart successfully? or at least create a customer account and log in and out of it properly?

Sounds like the SSL cert is either not installed, or not installed correctly.
I have an ssl in the root directory, i will put one in the the subfolder too
