I just downloaded version 1.3.9 and I honestly do not know what is the first step is. I have done some dreamweaver work before, so i am not totally clueless, but can some tell me what to do with the files i downloaded and then how I can build my site? Are there any templates?

there are plenty of templates availabe all over the web for free. there are also "premium" templates to use which cost a fee. zen cart makes it easy to install the template however you will have to do all the other work yourself. from loading your images to writing your content and filling in things such as your hosting info. the link stevesh gave you should get you started. if you need any help along the way just let us know and post in the forums so others can benefit as well.
