Can't select new template - isn't in the list

I took following steps to deploy a new template in 1.5.0 and it's not workiing:
1. Upload the template files, which is under includes folder, to /public_html/includes
2. In the admin page > tools > template selection > I tried to edit the OOTB classic template, but the dropdown only lists this classic template. The template uploaded in step one is not displayed. I also tried to new template (the button actually names new language), but the same thing, only the OOTB classic template is listed in the dropdown, I can't type anything.

Am I doing something wrong or is this a bug? I remembered the same steps works fine in 1.3.9h.
