Fixed size pop-up windows?

What is the best way to force fixed size pop-up windows?

I'm trying to force the CVV help popup to a specific size on the checkout page. In Firefox at least, it appears too small and forces the user to resize or use the scrollbars.

I was under the impression the file to edit was this one:
/includes/modules/pages/checkout_payment/jscript_main.php

However, changing the dimensions has no effect...

To be more specific, I also want to force a size on a Help popup. Both are setup to use the javascriptPopupWindow function.

I had edited that file already, but apparently there was a a caching problem with Firefox. Now it appears to be displaying OK.

Since we're already discussing pop-up windows, how could I configure the Terms and Conditions link on the checkout screen to appear as a pop-up, or at least a new tab or new window?

I don't want customers getting lost from the checkout /index.php?main_page=checkout_payment screen.
