Look inside the /docs/ folder. You'll see the ImplementationGuide.pdf file there, which contains detailed installation instructions, including the answer you seek.

Ah, I see. I was reading the upgrade guide, not install - and there's no mention of the renamed file in the upgrade guide.

Doing a fresh install (which you need if you're preparing an upgrade staging area, which the upgrade instructions do mention) will result in you having usable configure.php files.
