Adding sub catagories to catagories

I am trying to add sub categories to my main categories.

In version 1.3.9h, the system allowed you to do such when you edited the categories, I seem to be having a problem doing such with 1.5.

Please tell me where and or what I am doing wrong here?

Nothing has changed in that regard between the two versions that I'm aware of. Do you have products in the main categories ? Categories can contain products or subcategories, but not both.
