Break apart US Shipping Areas

I am using USPS Flat rate shipping and found the Zone Based Shipping works best for me for shipping costs.

I am using the built-in Zone Rates for 1) US and 2) International and 3) Canada. I now need to break apart Zone 1 as shipping to Hawaii and the US Possessions (and APO/FPO) requires us to configure different (cheaper!) prices. (Mainlanders may want to do this to include Regional Box rates).

The US Possessions have state codes and different Zip Codes, and I think it is easiest to break those state codes out of Zone 1 (US) and create Zone 4 to be US Possessions and move those state codes to it, then assign shipping costs.

I would end up with

Zone 1 The OTHER 49 US States
Zone 2 Intl
Zone 3 Canada
Zone 4 Hawaii and US Possessions (HI, AS, AP, FM, GU, MH, MP, PW)

I am somewhat perplexed because I thought I would change modules/zones.php to increase the number of zones to 4
then move these states to a new country, but I see the states are also listed as countries already! If I am seeing the data correctly, then I can add a new Zone, list these as countries and the new rates.

Do I have to remove them as states from the ZONES dataset? What do I do about Hawaii, because although my own state, I want to list it in zone 4 and it does not have a country code.

Zone Rate zones is designed for Countries ...

You could look at Free Shipping Add Ons and search for Zone Table and see if that works better as it works off of your Zone Definitions that you create and you can set the specific Countries/Zones in the DETAILS ...

I'll look at that other option, although all the states I mentioned (except Hawaii) seem to have Country codes also.

I figured I could force Hawaii to be a contry too, since until 1954 it WAS a separate country :-)

Here is an example of the state of American Samoa also being a country.
