Setting up flat rate shipping from U.S. to Canada / Mexico

Currently I have a flat rate shipping at one price for all U.S. orders, and another price for the rest of the world. However, since it is cheaper for me to ship from the U.S. to Canada or Mexico than other international locations, how do I separate Canada / Mexico from my other international zones?

This is what I have set up at the moment:

Save your settings for the Zone Rate zones shipping module to NotePad ...

Do a REMOVE ...

Then, edit the Zone Rate zones shipping module:
/includes/modules/shipping/zones.php

and you can change how many Zones you want to define:

      // CUSTOMIZE THIS SETTING FOR THE NUMBER OF ZONES NEEDED
      $this->num_zones = 3;

Now do an INSTALL ... and reconfigure your Zones ...

NOTE: for the 00 for everyone not other wise defined, set that as the LAST setting on the Zones ...

My zones.php already is setup this way:

so I shouldn't need to do a remove on the shipping module right? only change the settings in it?

My shipping module in zencart shows three zones, the first is set to US, the second 00 and zone 3 is blank? it may be set already and I may only need to adjust the shipping price in zone 3...

If you want the:
US
Canada
Mexico
Rest of the World - 00

That is 4 you are set to 3 ...

To add more zones you need to do a REMOVE, change the setting, INSTALL and reconfigure ...

OK I thought maybe something was built in zencart as a zone for north america. In that case, I will just do US, Canada, and the rest of the world. What would I need to do to make Canada zone 3? I know how to change zone 3's shipping rate...

Zone 3 is the one you would use for the Rest of the World with the 00 ...

Zone 1 for United States would use:
US

Zone 2 for Canada would use:
CA
