I've never seen that particular error message in seven years using Zencart, so it's hard to say exactly what it means.
The most common database connection error I've seen is incorrect database details in the configure.php files. Most shared server hosts prepend your control panel user name to the database name, so if you log in to the control panel using the user name foobar, and you name your database zencart, the database name you want in the two configure.php files is foobar_zencart.
Other than that, I can only repeat the 'contact your host (again)' advice.
Fatcow looks like one of those providers aimed at the "popular" market.
Their site is full of advice on how to use their "drag & drop" site builder... all of it useless nonsense for those wanting to build a proper eComm site.
Sort of host one avoids if you intend doing a proper eComm site.
