My admin loads only the top "black & green" command lines. Clicking on any has no response.
I replaced includes/languages/english.php file but no change.
Appreciate suggestions.

If you are seeing the correct link text in the menu bars, the language files are not the problem. You might try comparing the files you have in admin on your server with the ones in the original fileset; one or more of them is probably missing or corrupt. Just replacing all admin files except /admin/includes/configure.php may solve the problem (backup before you do this!)
