Default Taxing my own state, but all others can't purchase now

Hi- I had a developer set up taxing for my store so all people purchasing my product that lives in my state (MA) will be taxed.

That works, but over the last week, i found people were creating an account but not buying. I have since found out that if they are outside on MA they are getting this message when they try to purchase.

we couldn't process a payment from your
region at this time (Cleveland, OH), please contact store owner for purchasing options.

I can't get in touch with the developer and now, I'm trying to figure it out.

Any help would be GREATLY appreciated!

Look at the Modules ... Payments ... do you have Zones set on them?

Here's what I have in the Payment Module

It seems as though the Mass Zone was set up, but it is overriding all the other states.

Here is the Zones - do I need to set a zones for each state?

No a Zone definition needs to have the Zone DETAILS set ...

In addition, for Taxes, it needs to have the Tax Rate set ...

I am not following why you have two Mass Tax Zone Definitions ... what do you have for the DETAILS on both and the Tax Rates details on both?

When the site was set up, it was set that all states were being charged. A couple weeks ago I had the developer change it so that only MA customers were being taxed. He set those up, the 2nd one was created when I asked him to, based off the date.

This is the details for both.

Seems like i should start over since i don't know, what he did, to undo it.

Why do you have two Zone definitions for Mass? What is the other one for?

Does this one have the tax rate on it?

I don't know ( I would agree it seems odd ) he created them.

Should i delete the one that does not have a tax rate applied to it?

Tax Rate Only the first one "All Mass taxes" is set to below. "Mass" says zone defined but no taxes. Should i delete the one that does not have a tax rate applied to it? Mass is being taxed, its the others that can't even buy.

THANK YOU FOR YOUR HELP WITH THIS!!!!

If the other one is not used for any of the Payment, Shipping or Order Total modules then I would delete it ...

If it is used for any of those, then I would remove it first ... then, delete it ...

That is what i don't know, if that is being used. I don't want to break the store. i dont see any options to remove, just delete.

Would this effect all the other states?
