CKEDITOR 3.6 installed but not fuctioning in upgrade

Hi,

I have a Zen Cart store that has been upgraded from 1.3.9f to 1.5.0.
Everything is working beautifully except for 2 things:

1. The latest version of CKEDITOR (3.6) is not working on our admin. It is a drop down function on all pages where it is needed but it won't load when selected. I have uninstalled and reinstalled several times.

2. On our product descriptions we are getting those weird characters. I followed the instructions on this page:

with no luck.

We are *this* close to being finished, this is the last hurdle. Anybody have any thoughts about this problem? I'll take any and all advice!

1) have you checked you websites /cache folder for debug files
eg check here
gemsnewdirections.com/cache with an ftp client or your hosting panels file manager

2) Have you checked your server logs for errors when you go to use ckeditor

3) Is your site showing a javascript error when you try and load a page containing ckeditor
