Turn on Item Rate and set Handling to 6.00 and the Rate to 2.00 ...

If you only want the US for this, then you need to make a Zone Definition for the US with the DETAILS for:
Country: United States
Zones: ALL

If you want to limit who the US is, as in 48 states, then you need to add the individual Zones to the DETAILS ...

Maybe I could just enable FedEx domestic and put no handling fee. That should come out roughly the same as USPS.


ANything else I can try to narrow in on this problem?
My understanding is weak. Essentially that its using port 80 to connect. But I still don't know the details as to where it is connecting

To get the cart working again. I enabled UPS again. And I put in a handling fee of -$5. That made it rougly equivalent to USPS.

But I still need to resolve this USPS issue

Are you ready for this? Now Godaddy says " oh ya, that's a known issue, that server is having difficulty connecting to outside resoures and the USPS is a known example of a failing connection".

I'm just glad they admit it and they are working on it.

Thanks for the update that the problem is with your GoDaddy server and that they know they have a problem and need to fix it ...
