Canada Post is under-charging my shipping costs to USA

Even though I have a $2 handling fee configured in the module, it's undercharging my shipments to the USA.

For a product configured as 2kg, 20x15x10cm, it charged $24.59, but when I go to ship-in-a-click, it quotes $24.85+1.99 fuel surcharge = $26.84

With little markup on most of my products I am pretty much screwed.

Why is it doing that?

I understand that there maybe no one to look at this issue as the mod developer is probably not interested in supporting his code anymore.
But does anybody at least know how I can put a handling fee on the US shipments only?
