/admin/banners_manager.php

all the files and directories in:
/admin/includes/javascript/

Just to make sure. Do you mean /admin/banners_manager.php instead of /admin/banners.php?

When you say reload from a clean Zencart v1.3.9h, can I reload the files as stated above from the trial online store installed in another directory where the Banner Manager is working properly?

You could use the files from the working store as long as they are the same Zen Cart version ...

I didn’t reload the banners_manager.php. However, I reloaded the javascript folder in its entirety. And the result - IT WORKS!
