Just upgraded to version 1.5 from 1.3.8a

In version 1.3.8a I was able to create a coupon that gave a discount of $6.99. The requirement was that the customer spent $16.97 and the ONLY restriction was an ALLOW Product Restriction. So that meant that in order for the coupon to work, the customer would need to have $16.97 in their cart as well as the product specified in restrictions in order for the $6.99 discount to be applied. This worked for over 2 years with no problems.
In version 1.5, the coupons were copied over verbatim (and I even tried to recreate them) and upon applying the discount code, the cart says "You must spend at least $16.97 to redeem this coupon" even though my cart contains over $20 in items. If I remove the product restriction, the discount is applied.
Is this a bug?
I REALLY need it to work the way it used to work so that the $6.99 discount is ONLY applied when they have a specific product in the cart and meet the minimum requirement.

as far as setting deny on ALL categories, ALLOW on the corresponding product category and ALLOW on the product and the cart still says "You must spend at least $16.97 to redeem this coupon"
Please help! This is and has been an integral part of our marketing strategy!
