Recently moved site to new hosting server. Generated and installed new SSL. Then when did a test transaction noticed that during credit card payment site never switched to secure more (https), However payment completed successfully. I realize I forgot to enable SSL in configure.php.. But, my question IS...shouldn't the credit card payment have failed ?

No, it's doing exactly what you told it to do. And you told it to operate in a non-secure way, by having your SSL turned off.
If you were to upgrade to the latest version of Zen Cart it would have never even shown you the option to enter your card numbers if it wasn't in SSL mode.
Time to upgrade ;).

Yes, my next project to upgrade. But after this past weekend's "nightmarish" site move to new hosting, need time to recover.
