Zone shipping for everywhere except the US

I need to set up two shipping zones, one for the US and one for everywhere else. I had not problem with setting zone 1 for the US but I can't get zone 2 to work. I've tried !US, * but it doesn't work. Am I going to have to enter every countries ISO code?

If you are using Zone Rate zones, you can use for Zone 1 US ...

If you want a Zone for everyone that is not the US, then in Zone 2 enter 00 ... 00 means everyone else not other wise defined ...

NOTE: when using Zone Rates zones, be sure that the setting for Everyone else not defined, 00, is the Last Zone that you use ...
